MJUMBE wa Bunge Maalumu la Katiba, Kabwe Zitto amesema muundo wowote wa serikali uwe serikali moja, mbili au tatu unaweza kuvunja Muungano ikiwa hakutakuwa na muafaka wa pande zote mbili za Muungano.

Zitto alisema hayo jana bungeni wakati akichangia hoja za Kamati za Bunge Maalumu namba moja hadi 12, juu ya Sura ya Kwanza na Sura ya Sita ya Rasimu ya Katiba na kuwataka wajumbe wa Bunge hilo kujadili hoja badala ya kutoa lugha za matusi.

“Mchakato huu tuufanye kwa kujadiliana kwa hoja, tusitukanane, muundo wowote wa serikali unaweza kuvunja Muungano, kikubwa ni kuafikiana maridhiano kutoka pande zote mbili za Muungano”, alisema Zitto.

Zitto ambaye hakusema anaunga mkono muundo upi wa Serikali, alisema jambo la msingi linalopaswa kufanywa na wajumbe wa Bunge hilo ni kufikia maridhiano ya pande mbili na sio kuendeleza ubaguzi na chuki ambavyo vimeanza kutawala miongoni mwa michango ya wajumbe wa Bunge hilo.

Kuhusu muundo wa Serikali, Zitto alisema ni vyema wajumbe wafikirie zaidi na kujifunza kutoka kwa nchi kama vile Somali, ambayo ilikuwa na muundo wa serikali moja lakini kwa kutoelewana ilivunjika na sasa hali sio nzuri nchini humo.

Kadhalika alitoa mfano mwingine wa Malaysia na kusema kama wajumbe wanataka serikali ya shirikisho, nchi hiyo ilikuwa na muundo huo, lakini kwa kutoelewana kwao ilivunjika na hadi sasa hakuna tafiti zilizothibitisha ni muundo upi wa serikali unaweza kulinda serikali isivunjike.

Alifafanua kuwa kinachoweza kulinda serikali ni kuwa na maridhiano ya pande zinazohusika na kwamba kama suala ni gharama za kuendesha serikali, ikiwa serikali itakusanya kodi ipasavyo, nchi itaendeshwa vizuri.

“Tuna uwezo wa kuendesha serikali za idadi yoyote ile, kwa kukusanya kodi, hiyo hofu ya kuendesha serikali ya Muungano kwa kutokuwa na fedha ni jambo la ukweli, lakini tunaweza kuboresha hizo hoja, ndiyo maana tumekuja, kama hatuwezi tumekuja kufanya nini hapa?” Alihoji Zitto.

Katika hatua nyingine Zitto alisema ikiwa itaundwa serikali isiyo na maridhiano ya pande zote mbili za Muungano, gharama ya kuulinda Muungano huo ni kubwa kuliko uwepo wa kuwa na serikali tatu.

“Lazima tuwe na Muungano unaoeleweka, tuepuke lugha za matusi, chuki, ubaguzi, tunaelewa historia ya nchi yetu tubakie na Jamhuri ya Muungano wa Tanzania,” alisema Zitto.

Naye mjumbe wa Bunge hilo kutoka Zanzibar, Issa Gafu alisema baadhi ya wajumbe wanaotaka Muungano uvunjike ni wachache ambao walikana uhuru wao wa mwaka 1964 na kamwe hawawezi kukubali Muungano.

“Hivi kama wewe uliukana uhuru wako mwaka 1964, utawezaje kukubali Muungano? Zanzibar inasumbuliwa na masuala ya uchumi na sio idadi ngapi za serikali,” alisema Gafu.

Akisisitiza hoja hiyo Gafu alisema, kama Zanzibar watatumia fursa zilizopo vizuri kwenye muundo wa serikali mbili wataendelea, lakini kudai muundo wa serikali tatu sio kwa manufaa bali ni kutaka kuvunja Muungano.

Akichangia hoja hiyo, mjumbe mwingine kutoka Zanzibar, Waziri Rajab Salum alisema mfumo wa serikali mbili ndio wenye manufaa kwa pande zote mbili na kwamba mitafaruku iliyopo Zanzibar haijaanza leo, bali ni wapinzani wa Muungano wa mwaka 1964.

THE National Bank of Commerce (NBC) has announced a gross profit of 14.3bn/- from its operations in the 2013 financial year, up from 3.9bn/- recorded in 2012.

The profit posted represents an increase of 10.4bn/- compared to the 2012 results, representing a rise of a whooping 267 per cent.

NBC said its net interest margin on average Interest bearing assets increased from 8.98 per cent in 2012 to 9.06 per cent in 2013 due to improvement on the quality of loans and advances to customers and higher yield and increased volume on the market securities.

Interest income expressed as a percentage of total income increased to 67 per cent, from 60 per cent in 2012, mainly due to increased booking of earning assets.

The NBC Managing Director Mizinga Melu said that the total assets grew from 1.518tri/- in 2012 to 1.587tri/- as at 31 December 2013. “Growth is mainly coming from investment of the recapitalised funds,” she said.

Loans and advances increased by 4.5 per cent to 684bn/- in 2013 from 654bn/- in 2012, representing an increase of 3.5 per cent. “Customer deposits increased from 1.291tri/- in 2012 to 1.305tri/- in 2013.

The increase is mainly attributed to liability campaign carried out in quarter four of the year,” Mrs Melu pointed out.

She said the deposits rose following campaigns launched in October 2013, where customers were required to open and deposit into their Malengo Savings Account or to open and deposit into a one year Fixed Deposits Account.

NBC is one of the most represented retail bank in the country with over 45 years experience in providing financial services.

Apart from offering traditional banking services, NBC also prides itself with an expanded 52 branch network and over 280 Visa enabled ATMs.

The bank also services over 250 Points of Sales strategically located throughout the country. NBC has employed over 1300 staff.

Pursuant to our call for the right of dual citizenship for all Tanzanians, the Tanzanian Communities in the United States of America and the Diaspora Council of Tanzanians in America (DICOTA) have agreed to file a petition for this cause to the Constitutional Review Parliament that is now taking place in Dodoma, Tanzania through our Representative Honorable Kadari Singo, who is also a member of the our Diaspora Community and who resides in California. With the highest honor, we invite you to support this petition.
 
Honorable Kadari Singo is now attending the Constitutional Review Parliament inDodoma.  After consultation with other members of the Parliament and in seeking their support, and after thorough deliberations on how to bring the issue of dual citizenship to the attention of all members of the above-mentioned Parliament, it was decided that a workshop, training or conference should be arranged to lobby to the members of the Parliament and inform them of the necessity and urgency of their supportive votes when the motion of dual citizenship will be tabled.
 
For that conference, we will need experts on this issue from other parts ofTanzaniaand abroad (including International Office for Migration - IOM) to attend at a very short notice. We will also need an excellent venue and some refreshments. Moreover, the experts on this issue will need to be paid. Hence, we are looking for at least $25,000 dollars to cover expenses for this event. The plan is to run a workshop/seminar for 3 days targeting different groups of MPs for each day.
 
We are certain that if the members of the parliament are made to understand our motion, it will be easier for them to vote for dual citizenship. Dual citizenship is an important right that has been denied to Tanzanians since 1964. Thus, we hope that the workshop or conference will provide the members of the Parliament with an opportunity to understand the overall benefits of dual citizenship and why their votes for this cause are imperative. Moreover, we invite you to think about your interests, family and opportunities offered by dual citizenship.

Job Description:

 Under the direction of the Assistant Finance Director, the employee in this position performs professional work in budget/financial analysis.  This position  participates in the preparation of the annual budget and assists the Assistant Finance Director in the financial planning of the city.  The successful employee will perform professional, technical and administrative functions.

Essential Functions:
Works within established financial policies and guidelines in order to accomplish the financial goals, objectives, and programs of the city;
Participates in the annual city budgetary process;
Assists with financial/budgetary presentations to the City Commission and other groups as needed and/or assigned;
Assists with preparations of financial data studies;
Assist departmental operating and capital budgets; analyzing operating practices and procedures;
Forecast revenues and expenditures; analyze futures needs of city departments;
All accounting/financial work for Wholesale Water District/Public Building Commission on a monthly basis.  May be required to attend and participate in bi-annual board meetings;
Assist with year-end closing;
Develops recommendation to assist management in selecting alternatives and determining priorities; ensures accuracy of all figures included in reported performance measures;
Assist in preparation of annual financial reports; develops and prepares worksheets, graphs and pamphlets in response to the public need for additional information.

Position Requirements:
Experience: Two years of financial administrative experience in local government preferred.  Two years exposure to departmental or organization-wide strategic and financial experience or any equivalent combination of training and experience, which provides the required knowledge, skills, abilities and competencies.

Education:  Bachelor degree in accounting.  A Certified Public Accountant is preferred.

Skills:  Thorough knowledge of the principles and practices of accounting and public finance.  thorough knowledge of current approved principles and standard practices of budgetary accounting.  thorough knowledge of City Government structure is preferred.  thorough knowledge of office procedure including filing, internal communications, and micro-computer operation.  Good oral, written, and public speaking abilities are essential.  should be able to use up-to-date word processing, spreadsheet, and data base software and apply it to job functions.  Must be able to type and have keyboarding skills.  Excellent oral and written and interpersonal communication skills.

Must qualify to be bonded.

Physical Requirements:  Ability to perform sedentary physical work and ability to occasionally lift and carry up to 25 pounds; ability to stand, walk, sit, bend, pull and perform similar body movements; possesses hand/eye/foot coordination adequate to operate a computer, calculator, printer, and other office equipment, and operate a vehicle; ability to talk and hear in person, by telephone and to give directions and make presentations; ability to see and read reports and data.

Dear All,

We have been notified by one our networks that, there is a new funding opportunity with a fast approaching deadline – the Carnegie Corporation  is supporting African diasporans to travel back to Africa for short periods for capacity building at African Universities. The information is below, but in a nutshell, it provides funding for African-born scholars (from all disciplines) based in North America to visit Africa for a period of 2 weeks to one semester to engage in joint curriculum development, research collaboration and/or graduate student training and mentoring in Kenya, Tanzania, Uganda, Nigeria, Ghana and South Africa. This is the first round of competitions and the applications are due March 17, 2014!  

PLEASE DISTRIBUTE WIDELY TO YOUR AFRICAN-RELATED NETWORKS AND HELP GET THE WORD OUT! It’s the hope of the organizers that there will be a very healthy representation of scientists among the first cohort - the first round of any competition can help shape it, and demonstrate the demand!
